Prof. Dr. Türksel Kaya Bensghir: She is an instructor at Turkey and Middle East Public Administration Institute, and also she is a director at e-Government Centre founded within the TODAİE on June 2009. She is an associate professor in the field of Management Information Systems, and she gives seminars in various universities primarily about information systems and e-government, IT and organizational change, system analysis, information systems design, e-work information management and e-signature. Since 1996, she is amember of Turkish Informatics Association. Moreover, with Mobile Government Consortium International and European Conference on E-government, she became the committee member of conferences about e-government and IT within the country.

Assistant Professor Tuğba Bulu: Assistant Professor Tugba Bulu received bachelors and master's degree from METU, Department of Computer and Instructional Technology. She continued her doctoral studies in the field of educational technology at Texas A & M University in the United States. Assistant Professor Tugba Bulu completing her PhD in 2008 is currently working as a faculty member at the Department of CIT, at the same time, she carries out vice president of the Department of CIT. Dr. Bulu's general areas of research are virtual worlds, educational games, problem solving, and cultural issues in distance education

Erdem Erkul: Erdem Erkul started his academic career in Hacettepe University, Turkey at the department of Political Science and Public Administration in year 2003.In 2005 he established www.digitaldevlet.net web site which is a web portal on e-government and informatics. He is also the editor of this web site.Erkul conducted research at National Center for Digital Government, (which was established at Harvard University in 2002 in USA) with Prof. Jane Fountain as a Doctoral Research Fellow in the 2008-2009 Academic Year.He is also interested in issues regarding mobile government. His research interests are implementation of digital government as a public policy. He is a member of Executive Board of Turkish Informatics Association and he consults many digital government activities and awards. He is a member of European Commission Informatics Portal-Informal Expert Committee since April 2010.Erkul worked President Office at Hacettepe University as an advisor, between 2008 and 2010. He is the Manager of Partners in Learning and Corporate Citizenship at Microsoft Turkey since October 2010.

Necati Etlacakuş: He graduated from Middle East Technical University (METU) in 1984 and worked as a programmer for various projects at METU Computer Center until 1990. From 1990 to 1994, he was among the founders of ASKİ Data Processing Department and the technical director of it. In later years, he managed the trainings, operations and softwares of the Azerbaijani Telecom and Turkish Telecom accrual-collection processes. He served as project manager of MERNIS project between 2000 and 2004, and as consultant of e-Government Gateway project in 2005. Since then he works as a consultant in OYAK Technology and at the same time as Founding Chairman of the Board of Directors of Turkish Informatics Association.

Jane E. Fountain is Professor of Political Science and Public Policy and Adjunct Professor of Computer Science at the University of Massachusetts Amherst. Previously, she served for 16 years on the faculty of the John F. Kennedy School of Government at Harvard University. Professor Fountain is the founder and Director of the National Center for Digital Government, based at the University of Massachusetts Amherst, which was established with support from the National Science Foundation to develop research and infrastructure for the emerging field information technology and governance. During the past decade, the National Center has sponsored research workshops, seminars, doctoral and post-doctoral fellowships and visiting faculty from throughout the world in addition to its active research programs.

Bev Godwin: Between 1982 and 1993, she was the Branch Chief for the Office of Budget at the Department of Health and Human Services. After 1993, she conducted Deputy Director at the National Partnership for Reinventing Government until 2000. From January 2009 to July 2009, she was the Director of Online Resources & Interagency Development for New Media at The White House. Since January 2011, she is theDirector of USA.gov and Web Best Practices at U.S. General Services Administration at the White House.

Turhan Menteş: He got his doctoral degree at 1984 and he became an associate professor in Statistical Information Systems in 1996. Between 1990-1991 years, at Higher Education Council he conducted the membership of Special Commission. Between 1993-1996 years, he was a counselor of chairman of TOBB, and he was a manager of the TOBB Information and Foundation of Computer Network Project.Between 1999 and 2003, he was the counselor of General Manager of Meteksan System Inc. and he has been the project manager of Monopoly Automation projects and TKI. Between1997-2000 period, he conducted the chairman of the Board of Statistics Graduates Association, a founding member of Informatics Foundation of Turkey, and in 1996-2000 years he was auditor in the Economic Development Foundation. Currently, he is working as a lecturer at Hacettepe University, and he is the chairman of the Board of Turkish Informatics Association.

Rodrigo Becerra Mizuno: Rodrigo Becerra Mizuno is the Managing Director of the Government Industry in Worldwide Public Sector for Microsoft. In this role, Rodrigo acts as a trusted strategic advisor to government leaders to help them create an IT environment that supports their individual public policy agendas and helps them enable citizen services. In addition, he works in conjunction with Microsoft's corporate representatives around the world as well as with Government officials, to ensure Governments and citizens are taking advantage of the innovative Government solutions and programs available through Microsoft. He is responsible for developing Microsoft's World-Wide Government strategy including solutions and partner development, strategic investment, and customer support of a $5 billion industry. In the past two years, the Gov Camp 2.0 program he created has helped ignite, in over fifteen countries around the world, the use of technology to enable collaboration, participation, and transparency through technological platforms.

İzzet Gökhan Özbilgin graduated from Middle East Technical University, Department of Electrical and Electronics in 1998 in the list of honor graduates, and then received his master's degree in the same department. While continuing his academic work, he completed his second master's degree and doctorate in the field of business administration. Dr. Özbilgin, also taking part in the business life in the same year, began working in Capital Market Board in 2002 after serving in various private institutions. He has been working on issues such as business, audit, risk, management information systems, information technology governance and control, information security and business development. Dr. Özbilgin, currently working as a Group Head in Capital Markets Board, has many works published in international and national, teaches at various universities in these matters, and continues his academic work. He is a member of the Board of Directors of Finance Association, Informatics Association of Turkey and the Information Security Association, at the same time a member of the Board of Directors in charge of Public and Academic Affairs at "Information Systems Audit and Control Association" and chairs the ISO / IEC JTC1/SC 27 - Information Technology Security Techniques Mirror Committee

Tamer Özmen: Tamer Özmen was appointed as General Manager of Microsoft Turkey as of February 15, 2010. He was experienced in holding management, some investment companies in Europe and America as well as sales and marketing positions in Internet and Technology sectors. Before transferring to Microsoft, he was working in London as Vice President of Orange for Internet Channels. Prior to joining Orange, between the years of 2003 - 2006, he founded TouchLocal firm offering a local search engine and internet advertising services in London. Previously, Tamer Özmen was the CEO of DOL in Turkey.Tamer Özmen, who began his technology career by taking place within the team founding Priceline in the United States in the mid-90s, managed the $ 1.4 billion budget as Sales Vice President of Priceline. Then, he went to England in order to establish Priceline in Europe and continued his career as Vice President of Products and Sales.

Ahmet Sarıcan: He graduated from Istanbul University, Faculty of Social Sciences. He got his doctoral degree from Istanbul University, Social Sciences Institute Public Administration. He worked as a provincial governor in various places: Yıldızeli, Mutki, Kuyucak, Delice, and as a vice-governor in Niğde. Also, he worked in General Directorate of Provincial Administration as a Branch Manager. Currently, he is working as a General Director of Population and Citizenship Affairs.

Hakan Yerlikaya: Graduated from METU, Department of Political Sciences and Public Administration in 2002. In 2003, he began working as an assistant specialist in the State Planning Organization. He participated in coordination and follow-up activities of E-Transformation Turkey Project, which was introduced in 2003 within the framework of information society and e-government strategies and action plans. Served as National Contact Point of Turkey of e-Ten and ICT PSP (Information and Communication Technologies Policy Support Programme) which are directed at supporting European Union's Information Society activities. He is still working in Office of Information Society in SPO.

Mehmet Yılmazer: He graduated from Hacettepe University, Faculty of Science, and Department of Mathematics in 1986. He began to work in Alpan Computer, operating in the IT industryin July 1986. Between 1989 and 2000, he was the analyzer of Prime Minister's Information Technology and Software Development Directorate. From the establishment of the European Union Secretariat to the second quarter of 2002, he conducted the Coordinator of Information Technology. From the foundation of Energy Market Regulatory Agency until today, he has been working as Chairman of the Group.He is a member of Informatics Association of Turkey (TBD), and since 2004 he has been workingat the Executive Committee of TBD Public Managers Association of Data Processing Centers (TBD Public-MPWS).
